Schell said he recently went to meet Chinese governors with California governor Jerry Brown.

“Every one of those governors and party secretaries came with ten guys with black suits, you know, from trade, from energy, from manufacturing,” Schell said. “Brown had me: a non-paid friend. It was very evident to me that the state capitalism from China had this incredible plug-in mechanism and we didn’t have a socket.”
